Here in Norway, the government sends out estimations for individual tax returns a couple of months prior to the deadline for changing. If you don't then actively file or change them, the gov. takes the non-response as tacit consent to its estimates.
I don't know how much it costs to have the process streamlined like this, but the convenience is certainly worth something.
